Honestly I feel like one would be better off in a conservative state in the US. Plenty of land and resources. Reasonably low population density. Maybe an airstrip on your land. Although that'll attract attention too.
I've got >1K hours in hang gliders and a hundred in a Cessna. Trust me, if you want transportation you don't wan't an ultralight. If you must get an ultralight, get a purpose built one. Do not buy a hang glider that somebody has strapped a motor on. Hang gliders were not designed for the constant vibration that a motor provides.
Move to rural Vermont. It's 98% white. You'll be fine.
Still, the issue here is this "friend of a friend" stuff. I get he doesn't want to reveal a source, but this kind of "chaos will ensure, cats and dogs will live together!" type of pronouncement (while occasionally true) don't have a very good track record.

Any thoughts on Belize? It's "officially" English speaking, so most folks speak pretty fluently, but I don't know much about the real vibe there.
