Getting the robots to swim is not a issue, technology is there, and been there for over 20 years. They do not live in water, someone is operating them, once the remote control is turned off they stop swimming. So the question of living in water is a question of how long can someone operate them. Outside of their performance do the public even have access to the orcas?
