The people at the "top" are probably playing a game like this in their heads, both in terms of how to improve in it, and also literally thinking of the same kind of resource, building and population management.

The building collapse in Florida could have been avoided if contractor's planned ahead and used better materials (Using Mohammad Atta's passport as the foundation, getting rid of unknown, bad omen dermatologists in the area, etc.)
