People are just a bunch of hypercondriacs trying to justify their own fear. Admitting that you are wrong is one of the hardest things their is, so people painted themselves into a corner. This has all been for nothing.
The only thing that is real about this is the paranoia and fear. People will look to validate their own fear, if you think something is real it will appear real to you, that is how illusions work.
And that is how the illusion works, you never going to admit that you been fooled, that there never was a virus, always finding some branch to cling on to.

Or it is a strong flu season, with a stronger flu than normal. And the response was disproportionate.
I find that more likely than some mass illusion.
