I think you may have misheard. A "recordable" injury is anything that requires attention beyond first aid, basically.
Breaking a leg is a recordable, stepping on a nail is an instant recordable, I got a foreign object in my eye that I had trouble flushing (wasn't a recordable because I didn't need surgery, just a quick q tip at the clinic)
There's dumb rules like a sprain that lasts 2 weeks is technically a recordable, shot like that.
Gotta love selective enforcement of their own rules / laws. That's tyranny for you.
