Possible. But nothing else in the situation is as it first appears either. There may be some deeper meaning, maybe not. Yeah, we'll probably never know for sure.
My theory is that it was a gun deal between Feds and Islamic terrorists that went wrong ( Check out who rented an entire wing in the hotel that night) which caused a shoot out.
And shooting into random civilians was a fast/easy impulsive damage control method for a cover up.

apparently he had a suite right above the incident and "shooter" was a spook that sold guns previously. the crazy shooter was the coverup for the botched op.

However, the first shots fired were at Janet airlines infrastructure. The same "Janet airlines" that ferries workers to/from area 51.
