This was not just a cop making the wrong decision, this was an out of control girl visibly acting to threaten people with a lethal weapon and not backing down. There was a reasonable suspicion of homicidal action in the immediate future. It is irrational to say 'we must hold off because we don't know what she'll do next." She was visibly threatening people's lives and not stopping, and that was reason to stop her with lethal force.
