He says that there's an alliance of alien civilizations called the Consortium which has made deals with the "Deep State" of various human governments. The eventual goal of the Kayeen is a mass-takeover of human bodies to escape their own genetically damaged bodies. They've already been doing so at much a smaller scale with chosen elite bloodlines. It's easier for their takeover technology to interface with known DNA.

Another of the things was to heal some of the hybrids of various races and humans of the genetic damage that had been caused such as the "bleeding woman" whom Jesus healed who is supposedly one such hybrid.
