I think you're right about the national police force. The FBI is already showing the way on that one. Floyd didn't die of his own drugs though. Morris Hall gave him the fatal dose of fentanyl. He gave it to Floyd at the last second before his arrest to make sure his death could be used to frame the officers. The media did the rest.
