every cyber-dystopia from blade runner to max headroom to johnny mnemonic had masks... the real programming is the idea that "if we could just expose them to 'the public', this would all break open and they would face justice" lol.... they never cared who knew about anything they do, they just care if you try to prosecute or impede the money/guns/drugs/humans trafficking flow.
