Surveying by balloon doesn't work. How did they maintain altitude and use their lasers? Over what distance, you'd get interference in weather systems of distances worse than on land. Balloon isn't high enough to see curvature either. You literally have to be on the Moon to see a different planetary model or out of atmosphere. Where yes they can go high with weather balloons but these are not out of orbit.
