My guess is, no, Gates' plan conflicted with what is already going on - what HAS been going on. Multiple countries are spraying chemtrails and have for at least a decade or more. Something on that scale could not happen without the approval of the elite. I think Billy overstepped his bounds and got handed his ass.

I wonder though how it dovetailed with his agriculture plans. If you want to grow crops, you don't want to blot out the sun. Why did he buy all that land then? I first thought, maybe he wanted to set up solar powwe and dominate energy industry. But reducing sunshine would be self-defeating then. So what's his game?
