Just for emissions? I don't believe you. Are you talking about semi weigh stations? Drunk stops? They do not put drunk stops in the wealthy areas because again, they have lawyers. And emissions would be a simple "fix it" ticket.

TLDR: the setup something like a sobriety checkpoint, they make you stop, there are two cops that walk each side of your vehicle while another runs the stop at your window. if anything is messed up they tell the window cop what it is, the window cop issues you fines right on the spot
they just have a premade ticket with checkboxes... they check down the list, force you to sign it, then hand you your copy of the bill and tell you to move it along.
it's not just the cars they decide to inspect, it's everyone that goes through.
