now... do they do this in the hood areas of the city filled with shitty dangerous cars owned by people who have a higher likely hood of criminal history/warrants
nope... because none of them have the money to pay the tickets.
so they go to the rich neighborhoods and setup there knowing full well they can generate a ton of money nickel and diming the hard working people that live and drive through that area.
it's all about revenue generation under the guise of vehicle safety, if they honestly cared about safety they'd be in the ghetto busting shitty people driving shitty unsafe cars.
instead they target the areas who can afford to pay the tickets to rake in the cash.
A few years ago,before the flu when everyone was alive,new york state made it a goal to generate 25% of the entire state budget thru traffic fines.not sure how close they got but I'm sure whatever helps make that place unlivable was welcomed

also i should add that depending on your state or even city, there may be situations where you have to answer something... the boarder control people are starting to get very pushy with their interpretation that you must answer their questions up to 100 miles from the boarder... which is a LOT of the country.
their interpretation is that they have the lawful right to detain you to verify citizenship status, going so far as to throw spike bars in front of your tires to hold you until you answer the "are you a us citizen" question... or to present ID (if you refuse to comply like a good little servant)
when you are driving, if you are pulled over for a lawful reason, they can force you to produce ID.
however in a lot of states the cop can't force any of the passengers to produce ID.
that said, in many states unless they cop has RAS (reasonable articulatable suspicion) that you have either committed a crime, are in the commission of a crime, or are about to commit a crime)... they can't demand ID.
They can ask, and they can try to coax you into producing an ID, but they can't demand it without a valid reason.
most cops ask by default, and people comply by default, but you don't always have to... people just assume it's a legal demand when sometimes it isn't.
refusing to answer questions and refusing to ID in certain situations can be effective, but it can also ENRAGE a cop to the point that they really mess with out.
check your state and local laws and regs and as always... swim at your own risk.

If the fines are small enough and the stops are not terribly inconveniencing, they may accept it as "A cost of doing business". A few hundred dollars is a pretty cheap price to discourage the unwanted from traveling through those parts.
To put it another way. The police department is going to get funded one way or another. The residents have to make a choice:
Pay an additional $200 / year in property taxes
Pay a fine of $1000 on average of once every 5 years.
The cost for both is the same. The 2nd option also gives the side benefit of discouraging poor from traveling through.

Your lawyer can't get you off of a burnt out headlight, especially when the cop takes a photograph.
If you get pulled over for having a headlight out and you as the driver were unaware, the officer will likely give you a simple notice to fix the violation. If you fix it quickly, you should be fine as long as you show proof of correction and pay around ten dollars to the court.

where i'm fgrom there are no "inspection stickers" so they use roadside vehicle inspections to steal money from people.
