In jurisdictions where fire departments provide EMS service as well (as opposed to an independent ambulance service) it's pretty typical for the firefighters to run EMS calls in their turnout gear. Indeed it appears that Boulder Fire Rescue handles EMS calls in that jurisdiction. Police probably threw the guy a bulletproof vest and riot helmet for safety. Note the awkward fit of the riot helmet - it likely isn't his. Nothing odd about this.
Chances are that person is an EMT, since the shooter was obviously wounded. If that is indeed the shooter.
What I found ominous about the incident was the repeated use of, "long rifle". A reporter even stated police were armed with...."long rifles".
I know what a long rifle is, as I own several hunting LONG RIFLES.
So the media narrative for gun control has gone from "assault rifles", AR-15's now to LONG RIFLES.
See what they did there? Now, via propaganda, hunting rifles, LONG RIFLES, share the same distinction as assault rifles.

There are fire departments where you have crosstrained first responders. You can have a firefighter who is also on the SWAT team, for example.

In my neck of the woods they are called 1st Responders, and are firefighters.
