I wouldn't neglect or confirm it is governments fault - but for sure fault of private users as well. Cards skyrocketed so much that even scientific community have problem with getting it for clusters and supercomputers doing more important things than just digging bitcoins.
The GPU shortage wouldn't be related to Bitcoin mining at this point. It has been a very long time since GPU mining Bitcoin was profitable let alone lucrative.
