No, it doesn’t say the tests are “thrown out” but it does say that running the cycles too high will produce false positives. Therefore, anyone showing no symptoms with a positive test should be re-tested.
There’s no way to know but this alteration is the cycling is likely the reason for a sharp decline in cases. It just so happens that is the main point people have been pushing as to why this is an overblown mess.
