Believe it or not, but the military disobeys orders all the time. It sandbags, delays, obfuscates, and top commanders lie. Look up how Truman and Lincoln had to deal with obstinate generals. When things go shitty like because of policy decisions from the elected politicians, they blame the military. And senior military want cushy retirement gigs. Ike called it the military industrial complex for a reason.
My understanding, it's like cities not wanting the National Guard activated during the summer BLM riots, Pelosi and McConnell didn't want them. There is separate evidence of that.
So the question is, who put out this guidance that the Pentagon didn't want a quick reaction force, and who did this without notifying Trump?
Yes, I read the article. The guy was saying there was new approval procedures that were in place that were never there before making it so he couldn't deploy troops. It's no like he could call Trump directly. Do you know what a chain of command is? Who put the procedures in, and why?
You're ignorant. The Secretary of Defense was fired right after the election, it was some deputy undersecretary acting as the SECDEF. Also, the various combatant commanders are the ones in charge of things like security (NORTHCOM specifically in this case) and they wouldn't have to report things like this for approval to some acting secretary.
As for Pelosi, it's come through various other sources and channels that she wanted a bigger mess than what actually happened. Is it she, and the capital police (again, who don't report to Trump) who are in charge of security.

Yes. Why do you think she doesn't?
You're also dodging the question about why the extra steps were put in place.
