I believe the government will rely on private organizations to enforce the vaccine... You can't fly, you can shop at, ect. Similar to how bank of america gave their bank into to track down people at the capital on Jan 6th.
The government can hide behind "it's not us it's concerned citizens making their own rules"... Mean will they prioritize government contracts to the private optimizations who comply.
