I realized what they're doing, nowadays a lot of Walmarts seem to have really small beef sections and frequently the beef is mostly sold out they restock it daily though so sometimes it looks full but it's always very small and "thin", not a lot of double stacked meet packages whereas I've seen other stores sometimes have meet packages stacked pretty high. There's always plenty of chicken and usually pork though. I feel like they're trying to make it feel natural by constantly having smaller beef sections than they had in the past.

To play devil's advocate, beef is the most expensive of the common meats in the US and the majority of Walmart's grocery customers are somewhere between poverty and lower-class income households.
I think it might simply be the case that they lose money as meat ages without sale and has to be placed on clearance and often discarded. It makes more business sense to stock cheaper hamburger meat, chicken, and pork at Walmart stores in most of their regions.
Keep in mind that Sams Club (owned by Walmart) has a much larger beef section than any other meat, and includes Prime cuts and large briskets often totaling 100.00 or more.
I do like the line of thought though, and I totally agree The Powers That Be can snap their fingers and cause "shortages" in food supply for whatever nefarious reasons they like.
