It is fascism. The government picks the economic winners and losers. Their contractors are allowed to make fantastic profits off of abysmally poor performance. In fact, they typically profit more from failure than they do from success.
Not just Nasa either. Obame awarded 2.2 billion in grants to solar and wind companies most of which are bankrupt now. There is absurd corruption in the US, like the government awarding contracts to minority owned businesses to meet quotas even though they are more expensive. Only to have that company subcontract the job out to the company that should have won the bid in the first place. Insanity.

Language does change over time, but there's no reason to forcibly degenerate it's common usage-- it will change enough naturally without forcing it.
