So, can we modify this to allow online purchases from small farms and shops maybe? Lots of little fish in that sea... and I see no reason they should suffer for the sins of the big fish.

Yes, a lot of small businesses got by on regular walk in customers. Many had never considered using the internet but now they're having to adapt.
