There are no such travel restrictions in any EU country and the paper you posted also does not propose any such restrictions.

Which country, if it's no big secret? I'm in Baltics and this is the first, I've heard of any option to get a russian vaccine.
Eastern Europe is pretty f'ed. You got Russia or EU, and either of them is going to crush you.
