What benefit of doubt? We are discussing OP's claim that someone from "Eastern Europe" is not allowed to travel to the EU without the "American Vaccine".

There are no such travel restrictions in any EU country and the paper you posted also does not propose any such restrictions.

So, I'd just like to know which country OP is talking about because to me it looks like a bullshit claim.
