Yep that's Merkel, it's no chemtrail plane though.

Officially NO chemtrail plane It's not always evil that looks evil, even if it fits wonderfully into some practices. Multiple small tanks make sense for weight distrubition, not for storing what ever they would spray from a chemtrail plane though... They would just use one or two large tanks like they do in any other plane actually meant to spray stuff.
