The bill Clinton painting you have referenced here is not his official portrait. It’s a satire painting where bill clinton is wearing Hillary Clinton’s dress. The artist had done a number of paintings of presidents satirizing them.

Hillary’s, actually. Monica also has her infamous blue dress but it’s not this one. Hers is darker and less revealing.
