The government does not need any help from the public to identify photos, especially very clear photos. They already have the software to do it almost instantly.
The purpose of the turn them in campaign is to create a culture of snitches who obey the government over members of their own family.
Depending on your perspective, this has been going on for a lot longer than January... we've had "If you see something, say something" for decades, and the pandemic brought out snitching for gatherings of families and friends.
Pretty sure the only incentive required to turn people into informants is to give them the option to do so.
