It's possible that this man may be experiencing Guillain-Barre syndrome. He doesn't have classic symptoms of it, to my knowledge, but he is certainly experiencing something neurological in nature.

Guillain-Barre syndrome is one of the known, incredibly rare, side effects of receiving a vaccination. That's why vaccine companies have to pay into a fund for the treatment of people who get it after receiving a vaccination.
