This does make sense. About halfway through Trump's speech, I felt it was dragging with him going over all the evidence we've heard for weeks now. He even seemed a little bored with what he was saying...like he was on autopilot.
I thought maybe he was laying it all out one last time for thoroughness, but a stall makes more sense.

Uh, Trump lost the election. Trump lost all of his court challenges. Trump lost the battle to have state legislatures appoint their own electors. Trump lost the certification when Pence failed to "overturn the results." Trump lost when the rioters went home and Congress reconvened to certify the results anyway.
