It certainly doesn't seem like that to me. Listen to the different intonations between the speaker and the audience. If it were a movie, the extras would be more nervous than the star of the scene. If it's real life, the speaker would be the nervous one. The dynamic here is like no audience scene in any movie I've ever seen.
Also, the audience members speak as if they have authority, but the "filmmaker" doesn't show them well. This is either real, or was to be part of the worst movie ever made. Or the filmmaker is a genius and has cast and filmed this scene so perfectly it seems real.
