Is there any proof that there was supposed to be a test of the alert system or is this some dude on Twitter just asking questions for the sake of it?

Uh, he's not just some random dude, he's a cybersecurity expert, one of the founders of 8chan, and Trump has retweeted some of his EVIDENCE of voter fraud!
