I kind of wonder if the targeting of restaurants is an attempt to disrupt the food supply chain. There is a huge industry surrounding the supply of restaurants, and if they go under, then a ton of food is going to be wasted, and the producers might start to scale back due to profit loss. From there, what would stop the powers that be from trying to disrupt the grocery store supply chain?
It might not be a bad idea to plant a garden as soon as you can. Hunger can be a powerful tool to control the populace.
I know some very small businesses and one large one that got loans. I think the pandemic closures were setup to kill small businesses. I don't think the loans were.

I can bet that by 2030, most of these people will be converted into mentally unstable civilian conduct patrols.
Losing a business is debilitating enough that these people will murder and cannibalize fellow human beings for the government.
