It was declined because the appropriate forum for challenging the constitutionality of a state's election laws is the state supreme court. Who cares what some random staffer was shouting?
And there were dozens of lawsuits filed in each state, many of them reaching their own state Supreme Courts. If any, and I mean any, legitimate proof of mass fraud was presented there would have been some case out of the nearly 60 that were filed on behalf of the campaign to provide some sort of relief.
