The internet in and of itself suffers from the fact that anyone can access it, and it can interface with automated systems. That means open forums and places that require no real verification will always turn into a heaven for bots, shills and trolls.
Same as real life, really, only this time you don't need a shred of charisma to win the game.
There are a multitude of agendas tied to the word wide WEB. It's a mass population control device (a DARPA production aka The Defense Advanced Research Projects Agency). It allows real time data harvesting to predict outcomes of behavior based on odds. The more information; the higher the odds to predict behavior, which in return flushes out those who act unpredictable.
Then there's the transhumanism agenda, which aims to corrupt the human comprehension of the 1 (the natural reality) towards the 0 (their digital controlled fiction), which like all entertainment (enter tame mind) follows the offer/consent based contract of belief, to trick one to ignore ones own free will of choice in favor for the fiction offered by another one.
Next, comes technology itself, which like all creation represents a corruption set into motion, which demands maintenance or motion will deconstruct it. Their agenda for all technology is "destroy the past, exploit the presents; corrupt the future". They mimic natural cycles and use technology to trick us to get attached to it, so that we will crash and burn alongside it, which is why they implement planned obsolesce and discourage access to maintaining technology by oneself. They also use the trauma of loss (nostalgia) to bait the trauma of hope towards whats coming; all to deceive us to not comprehend the ever changing moment within motion; which demands our constant adaptation.
There's also the propaganda aspect you mentioned; like the fear porn, world wide coverage to put the burden of all onto one, social media to deceive us to believe that technology based information exchange is real communications, when in reality communication is based on interaction of senses. It's why they offer avatars and emoticons to mimic what the senses woudl normally react to, and to trick our consciousness to fill out the blanks, so that we waste our emotions towards the "nothing"; the fiction for which we ignore reality.
Lastly, in accordance to their globalism agenda they are rolling out a world wide attack on communication by making English the main language (while destroying other languages through inconveniences). Anyway; English is a designed slave language; robbed of all natural connotations (called Pig Latin); filled to the brim with rhetorical tricks and historical revisionism, and they keep changing and devaluing it, to create multiple generations full with a corrupt form of communication.
