Twelve days after the war had begun, Polish politicians announced that the country will begin allocating PESEL numbers to the Ukrainian refugees (the PESEL number is a local equivalent of an SSN). The law has been proceeded, instantly signed by every legislative body, and it will come into effect this Wednesday.

Let that sink in. There's no way this hasn't been planned at least MONTHS in advance.
