There was rickety, easily passable fencing. Trump replaced it with 30 foot tall steel bollard wall. But of course, idiots don't count that as building a wall, since they claim there was already a fence there.
It's publicly available knowledge, there are hours of wall construction videos, there are terabytes of photos online, and if you are really skeptical, you can drive right down to the border and take a look.
