Anything more deadly and the disease burns out and can't spread or it cant transmit fast enough to hit everyone. The disease sucks, so you have to make a leaky vaccine to try to make a couple varieties to boost the numbers. Doesn't matter how many of your base you kill if you can make it to the finish line (THE POLICE STATE). But you are on a time limit now.
