This happened in SoCal the past few years with Newcastle Disease. Huge numbers of backyard flocks were killed by the USDA and CDFA under less than pleasant or ethical circumstances. Lots of issues with questionable testing of birds (no results ever given back to you, other than a positive meant they'd come back with a team to euth your whole flock.) Newcastle is virulent and would wipe out a flock in about 36 hours, so there was really no need for having Little Bobby watch his favorite turkey get stomped, gassed, or shot. (Sometimes all three. Some of these temp hires were seriously awful at their jobs.)
To keep this within the conspiracy theme, of course the huge producers with chickens crammed into tiny cages got passes from the govt to carry on as usual, as did the head vet of the state of CA.
