No way the government would use the situation to give money back to the poeple, they'd find a way to spend it and employ those people. Okay, so what I'm asking is the next step. If paternalism causes drought because you associate dominating the environment to manipulate it to get what you want as causing drought, how would you change things from a "paternal" mindset in order to get a better result. If you aren't going to dominate your resources to get a desired outcome, what are you going to do instead? How do you prevent the drought?
That's kind of what I'm asking. Just because you understand something in a different way doesn't mean you change how you do anything and if you don't ultimately change your actions somehow then knowing the different perspective is useless.
