Europe is as rich in resources as others they depend on. They just don't want to develop them, thinking all others will forever supply them one way or another without a need for Europe to touch their precious aristocratic realty.

There are tons of uranium ore right near Paris. Enormous amount of copper and rare earths on the south of Italy, in Greece and Cyprus. Enormous amount of gas and oil on the north, Norway, Britain, Sweden. Coal in Poland and Germany. And so on. They just don't want to mine all that stuff. by their precious elven hands on their precious elven land.
