She's standing next to the boiling water calling him a demon and threatening to rebuke him in the name of jesus.

The way it sounds to me, is she's getting ready to throw holy water on the demon. And obviously that's what it sounded like to the officer too.

He warns her and draws down on her. She verbally submits but her physical actions are completely different. She still has her hands on the water and does a sudden movement right before he shoots her.
