They were already researching viruses, bacterial, spirochete, self-replicating proteins as BIOWEAPONS back in 50-60s in USA (CIA/Army funded). Eric Traub headed this. He was most ahead of others at least in the West. Before that he worked in Germany.

They wanted to find race specificity, but lacked genetic tools back then, so they experimented on human ethnic groups (both in US and abroad).

So called "Koch's postulates" for bacterial/viral integration don't even matter anymore, because they can make the infection such that there is no way to easily detect the infection that is passed on by these self-replicating proteins, but eventually the infected will slowly just die off. Sicker die sooner. And they can make this 100% without any cell culture material. No animal puss needed.

Polio wasn't just DDT poisoning, but whatever is/was in the polio shot, can and does cause a set of symptoms we call Polio, but it's part of the same bioweapons program. Polio appeared way before DDT was even invented.

They can engineer these disease causing agents (we can call the "viruses" or "X", it doesn't matter) in the lab, completely without any cell culture or cell material. "Viruses don't exist" may or may not be right, but for the purposes of infecting people with bio-engineered mass bioweapons, this doesn't matter. Once they get it in you, there are no known working treatments (some people do recover and remain stable through a very arduous regiment of supplements and lifestyle).
