I hate to say it. But you can always be tracked online. It's a matter of whether or not they wish to go through the trouble doing so.

IP protocol means that the ISP controls the access. All messages are relayed which requires they get passed along.

Nothing passes between two computers which needs to go through the internet without hitting another server or machine.

Routers, etc can have software to perform logging....

The analogy is you need to have a guy on guard duty...and this guy needs to check the requests.....this guard is called the internet service provider and it's his job to follow the local laws to allow him access to the guard duty outposts
