In Russia, MP could propose laws, if Parliament vote for proposal it becomes law and President have to sign it or propose changes, that could be rejected or accepted by Parliament. If President didn't sign a law after three cycles Parliament could vote for impichement. Theoretically. :)

Really everything depends on vote by majority which is United Russia Party (liberal cleptocrats). They are rarely vote for proposals of Communist Party (conservative cleptocrats), but this happens sometime. Sometimes liberal cleptocrats reject proposals of conservative cleptocrats and then propose same thing and vote for it if it is profitable in terms of money or populism.

I think there is a ~25% chance this proposal will pass, because from one side Assange published papers with liberal cleptocrats names inside, but since they already lost their wealth that paper mentioned they could do it as a revenge against those who steal their wealth stolen from Russian people. Also, it is a popular idea among Russians, so liberal cleptocrats could use it for populism.

If US would not had sanctioned liberal cleptocrats of Russian Federation, probability of passing such propose would have been 0%.
