How about US nearly total dependence on Russian and China titanium, nickel, vanadium, rare earth metals and other highly critical and even strategic stuff? Did any US leader insisted on getting rid of that dependence?

Every business will prefer most profitable option for sellers to buy from and buyers to sell to. If state began to interfere with business decisions, then things could go very wrong, up to complete destruction of whole industries.
