It is the elite demonstrating to each other the level of control they have over their sheep populations.

That’s probably why these things are even called demonstrations in the first place. They move masses of people around like a computer game by planting their people.

It’s like shoals of fish or flocks of birds - one makes a move in one direction and the rest just mindlessly and obediently follow. So they make sure that they have their people be the one to change the direction of the pack. In fact, it was even they who made the folk congregate in the first place.
