The top patch appears to be associated with the Canton of Grisons, where Davos is located:

Which indicates they are the regular poilce from the area, on loan to the WEF:

This would indicate that it's the alpine ibex that's depicted in the WEF patch. However it's not so much the animals that's notable but the shape they make, which resembles a backward 6 and forward 6. A third 6 could be interpreted as the word "police" having 6 letters; or the crystals below the Ibex, which have a shape reminiscent of "V I" , which are the roman numerals for 6. As to the significance of the crystals??? hmm...
