At what point are they even onboard? They're not needed. They fire at ships, specifically they're called anti-aircraftcarrier killers. Directly before the conflict Russia hosted Naval exercises, in a few places like the Atlantic, and the Black Sea, where the Moskva fired it at a range exceeding 900km. Hence the speculation.

It is engaged in active conflict where Ukrainian navy posed no real threat. It was destroyed practically immediately. Except for any ports still being contested, but they otherwise have no boats. That ship was resupplying from its Dock in Svestapol around a day or so away. It would logically carry what it needed for any immediate threats, loading the munitions and armaments for its active combat role in a conflict. The other two crusiers of similar class are locked out of the Black Sea because the Bosphorus Strait is closed. The only threatening Nato Navy nearby is Turkish. It however isn't sailing up the Black Sea to Russian waters, which have blockaded the Ukrainian Coastline. And it would take some time for them to get near it. Any other strike groups, like the Americans in the Med, are a lot further away.

Where perhaps the Northern Fleet have them onboard.

It is conjecture based on that past Naval exercise, without it logically concluding ships supply for their active role. Especially when that dock is right there. It isn't sailing around the planet. It is in a conflict where they're not used currently. Like bombers and fighters which can carry nukes, were they in Syria? Of course you have permanent defenses which do. But that ship wasn't firing them at land targets, read its description.
