I still don't see why Russia needs a false flag?

Putin has support and popularity. Otherwise Russians would care. Do they? Why then create a false flag as a pretext, if the population largely supports whatever regardless. An excuse for when sanctions bite or war occurs? Hardly that reasoning, it could anyway.

An invasion is justified by the fact, the Crimea is threatened. That threat sooner increases into accidental war otherwise, if an agreement isn't reached. The threat of war could cause terms or treaty. If not, regardless, while there is increasing conflict in the Eastern regions, it seemingly would occur, now, or later as tensions have increased, increasingly.

A false flag prompts escalation perhaps to the international community, it might offer reasoning as its grounds, but the cause and effect has already made it clear what happens in the event of conflict. China is also supporting Russia. Which other international justification? Escalation is already occurring in the region.

The narrative of threat, false flag, heightens a response, it therefore is a opposing narrative to prompt recourse? Or please explain the propaganda? Why after increasing Russian build up, would they need another excuse to cause what could occur regardless? Who are they convincing?
