b) every once in a while someone discovers this directory and propagates threads like "Breaking!!! Wikileaks drops all its files!!!" on every available web site that hosts message boards.

c) this happens frequently enough now, that it's beginning to glow.

I'm actually at the point now where I'm beginning to think the site may be an IP gathering honeypot.
